I gotta be with Jared on this one: AEGIS isn’t the Science Fiction Club. The guys can’t get away with taking matters into their own hands just because they’re innocent, well-meaning kids anymore. AEGIS is part of the government, complete with official badges and tax payers’ money. That is something that makes you quote Uncle Ben Parker. Will and Shanna have very valid points, of course, but they’re wrong when they thinking AEGIS can face this villain group on *their* terms while still coming up smelling like a rose. There’s always a third option…
I was thinking a possible third option might be to publicly ask the Hand of Justice to join AEGIS. To the public, this looks like a reward for their “noble” deed and would allow them to continue their “noble” deeds with official badges. It would help improve AEGIS’s reputation at the same time. They could explain that they need more honesty in AEGIS, and the Hand of Justice would be just the sort of honest influence they need. All the while, it keeps the Hand of Justice under their thumb and under surveillance at all times. And politically, it puts the Hand of Justice on the defensive, because if they refuse, they will be the ones looking like they have something to hide. Not to mention the fact that this is not a superhero world, and it looks suspicious when a powerful team chooses to act as vigilantes instead of as agents of the law.
Will can’t have them join AEGIS -> They are looking to destroy AEGIS, yes?
Official Mission #1 – They screw it up (intentionally), and blame Will. If they’re lucky, they get some of AEGIS killed in the process.
Official Mission #2 – They succeed, but making it clear that the HoJ is not following the leadership of AEGIS.
I’d be surprised if, politically, Kath isn’t forced to give the HoJ control of the AEGIS program right there. All our heroes are now working for the HoJ, and it’s Days of Future Past!

Even as a bluff, it would be a dangerous offer for Will to make, because what if the HoJ called him on it? It was near-tragic as it was when Jesse turned out to have been a persona created by Jayespin, but AEGIS at least couldn’t have known that. Knowingly hiring such dangerous and malevolent vigilantes would be folly.
Let’s not forget that an HoJ team member tried to kill Di, in an extremely brutal manner at that. If it hadn’t been for the engineered healing properties of his blood… :O (That’s leaving aside the fact that Di now has a permanent limp, which so far she’s managed to conceal from Will and her teammates.) Really not something AEGIS can handwave.
The General has never looked more beautiful or more empathetic than in the last panel.

Another possibility: Have someone OTHER than AEGIS (like, say, a group of time-travelers) show up to stop the HoJ.
